The Last of Us Part 2 is a single-player game with no multiplayer component and it won’t get any DLC. This is according to the game director, Neil Druckmann.
Naughty Dog has offered DLC for their games like Uncharted 4 and The Last of Us in the past, but they appear to be ditching the concept of post-launch DLC with The Last of Us Part 2. When Uncharted 4 was first confirmed with a release date, it had a season pass as well. This isn’t the case with The Last of Us Part 2.

In the case of Uncharted 4, the season pass DLC was a story expansion that surpassed the original vision and was greatly expanded to become its own separate game. It was released as Uncharted Lost Legacy and was sold for $40 as a standalone game that had the multiplayer component of Uncharted 4.
In the case of the original The Last of Us, there was a similar story DLC called Left Behind. It was much smaller in scope than The Lost Legacy but it did expand on a lot of the story elements featuring Ellie and her backstory. It was also released as a standalone game on the PS3 and bundled with the remaster.
Neil Druckmann, who is the director for the sequel has now confirmed in a KindaFunny Spoilercast that they have no plans to develop a DLC for The Last of Us Part 2.

When Druckmann was asked about DLC plans for Part 2, he replied: “With The Last of Us, I think we had some season pass or something that we said ahead of time we’d have some story DLC,” he said. “No, there are no plans for DLC.”
While there might not be any DLC for the game, Naughty Dog had acknowledged a multiplayer mode that could launch after the release of the game. They wanted to focus on completing the single-player first before working on a multiplayer mode. There are still no details shared on this multiplayer mode, or how and when it will launch for the game.
