The source of this rumor is the same as the Assassin’s Creed 2020 leak, but this time, it was confirmed by Kotaku editor Jason Schreier that at least the London setting is correct while the game might launch this year.
Here’s a summary of the 4chan leak that talked about Watch Dogs 3. It revealed that the game will be set in London while there will be a choice given for picking a male or female protagonist although that won’t reflect in the story. This has been the case with Far Cry 5 and New Dawn as well.

Judging from their pattern, Watch Dogs 3 releasing in 2019 won’t be that big of a surprise.
