Oddworld Soulstorm is available to play now as part of the PlayStation Plus subscription and it targets a 60 FPS frame rate on the PS5.
The game is available for the PS5 in addition to PC. It can also be played on the PS4 Pro. While we have no idea of the resolution and frame rate for the PS4 or PS4 Pro version, the PS5 version apparently supports 60 FPS. The catch is that the game runs at 1440p resolution instead of something like native or dynamic 4K.
This was confirmed through analysis by our friends at ElAnalistaDeBits. They have created a technical analysis between the PC version and the PS5 version. The PC version is running at 4K with most of the effects turned on while the PS5 version renders at 1440p resolution while targeting 60 FPS.
Despite the lower resolution, the frame rate doesn’t appear to be solid 60 FPS and can suffer from slight hitches and drops depending on the scene. The game could use some updates to stabilize the performance but overall it is a big jump going from the PS4 to the PS5, where it runs mostly close to 60 FPS.
As for the PC version, the system requirements are not that demanding as per Epic Games Store. The game is not available on Steam for now.

Oddworld Soulstorm is available now for the PC and PS5. The game was developed by Microids and Oddworld Inhabitants. It has launched on the PS Plus subscription as well.
