Sony will give advance notice of the PS5 pre-orders according to the Worldwide Head of Marketing at PlayStation, who was asked this question recently.
Geoff Keighley recently held a presentation showing a hands-on with the DualSense and also had an interview with PlayStation Worldwide Head of Marketing Eric Lempel.

Geoff talked about the recent rumors of the PlayStation 5 pre-orders going live which created a lot of commotion on social media platforms and even led to some people lining up outside stores. Eric Lempel clarified that Sony has their own plans in place for the PS5 and will give advance notice before announcing any pre-orders for the PlayStation 5.
Sony has yet to announce the official price and release date for the PlayStation 5 aside from the Holiday 2020 release window. Pre-orders for the PlayStation 5 are expected to go live along with the price and there are rumors that another State of Play will happen around August to reveal this information.

PlayStation 5 has plenty of new exclusive first-party games that will be releasing during the launch window beginning with Marvel’s Spider-Man: Miles Morales and Ratchet and Clank in the first year. It will be followed by Guerrilla Games’ Horizon Forbidden West. Other games that are in development for the PS5 include Gran Turismo 7, God of War sequel, and more.
